There were more than 38,000 registered dogs in Christchurch in 2018 (Harris, 2019). Most New Zealanders consider their dogs as part of the family and hence the need to frequent with them in public places for fun and recreation. However, every dog, regardless of how friendly the owner may perceive it, has the potential to cause problems such as noise nuisance (like barks), injuries (like bites that can be traumatic especially for children), and even death especially to protected wildlife or other animals.
